How to pass the CBR theory exam first time: a study plan in English
To pass the CBR theory exam first time: learn the rules per topic, practise each topic straight after, look back at every mistake, and finish with full timed exams of 50 questions in 30 minutes. You need 44 right, so six mistakes at most. Book the exam when you pass practice exams comfortably several times in a row.
Why people fail
In 2025, 40.0% of all car theory exams ended in a pass, first attempts and retakes together (CBR annual report). Six mistakes is not much room, and the usual reasons are the same: rules learnt as loose facts instead of understood, too little practice with moving situations, and no practice under time pressure.
A study plan in four steps
| Step | What you do |
|---|---|
| 1. Learn per topic | Priority, road signs, speed, special roads, vehicle knowledge. Understand why a rule is what it is. |
| 2. Practise straight after | Answer questions on a topic while it is fresh, so you see straight away what has not landed. |
| 3. Look back at every mistake | Did you not know the rule, read too fast, or panic under time pressure? Each kind of mistake needs a different fix. |
| 4. Full timed exams | 50 questions in 30 minutes, including animation questions. Book your exam when you pass comfortably several times in a row. |
The topics that cost the most points
- Priority: priority rules, roundabouts and trams.
- Cyclists and pedestrians: bike lanes and zebra crossings.
- Moving situations: animation questions.
- Driver assistance systems, extended on the exam since 1 oktober 2026: ADAS.
- The Dutch words that stay Dutch on the English exam: Dutch terms on the English exam.
On the day
Bring valid ID that matches your registration, arrive a quarter of an hour early, and read every question to the end: many wrong answers come from a word like 'not' or 'always' read too fast. Everything about the format: CBR theory exam: questions, pass mark and time.
Choose the exam language you read most accurately and fastest. On the English exam a few Dutch terms stay Dutch; learn them beforehand.
